AFAIK the $150 fee has been for redeposit of miles, which technically happens when the ticket is changed and must be reissued. If you cancel everything, you own nothing, just as they can't charge you for skipping the final segments on an award ticket. If you cancel beginning or middle segments, I guess you could be charged the fee to keep the rest of the ticket that hasn't been flown before the first skipped segment.
