I thought so too (except I forgot that I was also AX reserve, so I definitely should have been higher than GM on Q), but this is how our UG list positions were coded, saw it with my own eyes on the "green screen" monitor airport agents use. UP2B surprised me, but there was no point arguing/discovering why because there were enough seats anyway and we were #1-4 on the list of 25+ people.
Also, a manual reissue agent, who seemed quite knowledgeable, told me when the tickets were originally redone that under the new fare bucket structures, both SWU and mileage upgrades go on the OP list and are handled the same way all the way until the departure (only SWUs were in the past).
