AC will charge you $70 for the second bag. CX will charge you for anything over 23kg. Also, I assume you are using two different tickets? If so, a one hour connection is VERY risky. Cathay does not technically have to accomodate you if your flight to HKG is late.

In short, just fly Cathay. Both bags would be free all the way to Jakarta in that case.
