There could well be changes in procedure, but it used to be that you had to enter Brazil on your visa within 90 days of issue, so you may want to consider that factor in timing your date of application. The immigration entry form requires at most an address where you will stay in Brazil. I should expect that your Rio hotel would suffice for purposes of entry, regardless of where you may subsequently choose to visit.
