Yes, reciprocity fee, then immigration, then baggage claim and customs. It is an easy airport to navigate. Is your domestic to IPC? (That is their only domestic route with J). After you get your bags and go through customs, you go back upstairs (elevator) to the departures level, and the domestic flights are to the right side of the terminal.
