Excess baggage charges on FRA-JFK

I'm struggling to understand the baggage allowance on SA.

If I travel economy on Singapore Airlines, FRA-JFK, I understand from http://www.singaporeair.com/jsp/cms/...-allowance.jsp that I get two complimentary pieces of checked luggage up to 23kg. (Do let me know if that's wrong!)

I may take more bags, and I'm finding http://www.singaporeair.com/en_UK/tr...aggage-excess/ confusing. Does zonal or piece pricing apply? Piece pricing repeatedly emphasizes that it is for flights departing from the U.S., but I can't figure out how to apply the zonal pricing to my flight from Germany to the U.S.

Any suggestions?
