AS can definitely check your bags ORD-SEA-ANC and only charge one fee assuming the connection time is less than 12 hours. Depending on how long you are in ORD, they could even tag the bags SEA-ORD-SEA-ANC, though it would likely take a supervisor a few minutes to print a correct bag tag.
