Lower rate VAT would be far less punitive than APD.
But would be easily avoided by booking through a non UK agent or reclaimable by companies - even if VAT can be applied for export

Also, anyone travelling on a r/t to UK would be happy since they would be able to avoid it with no effort at all.

Change it from fixed rate to VAT, then the tax level would pretty much have to be set to a level where the whole revenue could be achieved by UK individuals and I suspect that would lead to much higher amounts being paid by individuals/families than now
