The details of each call is not
usually recorded in the PNR, so calling back shouldn't be a problem. It is possible that if you annoy an agent they will make a notation in the PNR that you have been refused a waiver of the fees/fare difference, but that is unusual. Most likely a supervisor would need to approve the waiver.
