I found some CSR will do more than others. I got my sister a supplemental card when she was back at home for Spring break.

I called about an hour later after applying online. They told me that it was not in the system and had me call back the next day.

I called back the next day and the CSR told me that it is already processed and is going to be mailed out standard mail, which will take 5-7 days.

I explained that she will only be in town this week and if there is anything that could be done. The CSR was very helpful and told me that they were going to considered the first card they mailed out lost/damaged. They mail a second card for next day delivery and she got her card before going back to school.
