If they don't approve the account they won't approve a German credit card either, it's the same bank.
There are plenty of other M&M cards in Europe where you could try opening an account. Unfortunately I know of no M&M card that you can apply for when not having an account in the country of issue.

And that requires the question, why not apply for the Hungarian card if you are based there?
