Amenity kits on daytime flights - what's the rule?

I regularly take flights from DXB to Europe in the 8am departure wave. I am confused as to what the rule is regarding amenity kits in First Class.

On one flight I was offered PJ and full amenity kit at the beginning of the flight. On another flight nothing was offered, but when I asked I got a PJ, but not an amenity kit ("this is a daytime flight"). On another flight I was offered the PJ but not the amenity kit and didn't get one either after asking. On another flight I was offered the PJ and after asking also got the amenity kit. Very inconcistent.

All of these flights have roughly the same flight duration (DXB-Germany, France, Switzerland, Netherlands), so that cannot make the difference.

What is the "policy"?
