There's no allowance I've ever encountered (nor any information) about an upgrade or the possibility of one using miles or money. The only upgrades I've had are opups.
Understand that there are so few routes that even have a C cabin that there might well be no policy for this. PG only have 4 A319s with a legit C cabin.
