Any parts of some Schengen zone non-EU countries that have some special customs union arrangement that doesn't otherwise apply to the country as a whole? If there are any examples of that it would be a sub-sovereign state geographical unit.
I guess Norway's Svalbard (aka Spitzbergen) would be such - they have some very strange arrangements, starting with no immigration control. They are part of Norway, but not part of Schengen or the EEA. etc, etc
