B
low A
high A

B and low A are essentially the same, but in my experience B has never been as crowded. The high A is a bit smaller and can get quite crowded, to the point where you can't find a seat.
IMHO, none are worth the cost of a membership for a local who mostly takes nonstop flights.
Thanks, I appreciate the info. PHX is usually a trip to visit family for us, so what I mostly use the lounge for is a clean restroom and place to change a diaper. Maybe grab a beer before the return flight too. I'm not impressed enough with any domestic club to buy a membership, but since we get in with Amex Platinum (including family), we usually do visit the lounge on departure/arrival if there is one.

I'll take the tip on B at PHX. Return trip is on a Tuesday anyway, which is a slower (slowest?) travel day anyway.
