I've been in all 3 lounges at PHX at some point or another. I'm not a club member, but if I have a free pass or am flying internationally and have access I'll stop by.
There's much more detail over in the PHX master thread (and I may eventually merge this over). But if you have a choice/time, I'd suggest the lounges in this order:
B
low A
high A
B and low A are essentially the same, but in my experience B has never been as crowded. The high A is a bit smaller and can get quite crowded, to the point where you can't find a seat.
IMHO, none are worth the cost of a membership for a local who mostly takes nonstop flights.
