Yes. Because when you use the 'change' feature, you can choose to refare one leg or both - you're not forced to refare the entire RT. The problem, though, whether you book OW's or RT's is that with WGA fares, the 'refunded' portion will be in the form of a voucher that's slaved to that traveler.
