It is his job to hire competent employees, manage them etc... that includes contractors as well. Is there a scenario where he (she) is not at fault, maybe, but you would have to show me that and it better be black and white clear that it wasn't the airport managers fault.
the captain goes down with the ship. Look at the CEO's that have taken falls for something that went wrong in the company when you know that CEO really didn't know what was going on.
