Generally much much cheaper in Germany. Yes you are eligible for a VAT refund from FRA. Never having done it myself, this page suggests you check in, tell the airline agent you need to claim the refund, then they attach the bagge label, you take it to the Tax counter, then they route the bag on from there;

you can check prices online. Rimowa prices do not vary much (except for special deals) so the prices you find online should be about what you pay in the store.
Don't forget it is easy to order online from the usual stores (koffer24, koffer-direct, and many others) and the will sort out the VAT refund for you. With shipping you should still be at a substantial advantage.
And finally, if you find a good deal online then they will probably be happy to deliver to your hotel (including the VAT refund forms if you remind them).
