I am not convinced it is still the case. The arrivals lounge at ORD, for example, is for First/Business by invitation only. In effect, the dragons determine who gets in!

Also, note the text above refers to same-day arrivals before noon!

IMO, the best arrivals lounge in Europe is the dedicated AC one outside T3, and access is limited to AC arrivals from CA.
