UUA on the TLV route would be based on WT as a WT+ fare no longer exists so 70TP is correct, and the upgrade costs 12,500 (so double what it used to be from WT+).

I'm not sure about CAI because they are still using a 767 on the route at the moment, so if your flight happens to be operating with WT+ the upgrade would be from that.
