Definitely a hang up and call again situation. But if you wanted to make yourself feel better regarding the "domestic" BS, I would have asked the "supervisor" one of the following questions:
1) Which state or territory of the US is PLS in?
2) Could you please read me the TIMATIC information on entry requirements for Turks and Caicos?

As far as the stopover at the origin, as long as you are not using a stopover anywhere else, it is legal. Probably best to book it on a second call (i.e. initially book a standard RT). Then call back and change the final destination to the other city creating an open jaw.

Oops, just reread your post. Sounds like you already had the open jaw on the return, presumably with the stopover included, so ignore the last part
