Logic is to force SEs wanting to upgrade, but not booking within 14-days, to pay B/M or Y fares, which would be confirmable at time of booking/purchase. Also keeps those hedging their bets on upgrading from buying H fares on the same day their upgrade window opens. Just a guess...
