I'm amazed at how many people still don't understand how much Air Canada despises their customers.
In any case, the reason should be obvious - they want to deflect at least some of blame for their atrocious on time performance to passengers.
As a side benefit they'll also be able to sell more tickets to people who miss their flight.
Actually, these guys slipped form high 80s - down to 60s - worst of the bunch. Is AC worse?
