I don't think you'll ever see a "local" there but the stockyards are a pretty good thing to do for a few hours if you are in from out of town.
You will absolutely see locals at Billy Bob's on weekend nights depending on who is playing.

If it's a non-weekend day/night, I agree. Tourist spot only as it's the famous "Billy Bob's." But some of those Texas country concerts can get crowded with people from FW and around the metroplex. I know that as I hava attended a few as a captive soul with my FW-born wife.

The Stockyards is the typical FW stop, and I'm sure there is a shuttle there. Touristy, but still fun with lots of character.

Sundance Square is also a good spot for bars and restaurants. Cantina Laredo is a good Mexican spot right there. The Circle Theater also puts on some good shows. Bass Hall is right there for high-level music. As far as bars - the Flying Saucer, White Elephant and Ginger Man are all good spots.

I don't know when you will be in FW, but the Main Street Arts Festival is coming up, think it's April 18-21 this year. Definitely worth the time to check out if you are there.
