Any parts of some Schengen zone non-EU countries that have some special customs union arrangement that doesn't otherwise apply to the country as a whole? If there are any examples of that it would be a sub-sovereign state geographical unit.
To answer the rhetorical question above, there are some locations that don't have their own head of state but are not included under some multilateral or bilateral agreements applicable to most of a region under a given head of state and/or government or flag.
