Macy's, Kmart, Target, Walgreens, Office Depot, etc. and there's at least one in Chinatown - chances are good that he can find one that speaks the language or he's comfortable with.

All he need to ask for is to tell them he has the iPhone 4 unlocked, visiting the USA for 2 weeks and needed the $60 unlimited (everything) plan - with the proper (micro)Sim card plus a $60 prepaid/refill card. The Sim Card with activation kit is in a sealed package with long PINs or codes, ready to be activated and he will be assigned a digital mobile #.

For address purposes, using the hotel or whatnot - no Social Security # needed and not signing a contract, no credit check or credit card required.
