The booking class does not affect the possibility of an airport upgrade (AUP rather that POUG) either.
That said, WT+ is a very small cabin and frequently oversold so I think both POUGs and AUPs are pretty rare.
Depends on the route - I never once failed to get an AUP from WT to WT+ on LHR to DFW, JFK, SFO, LAX or YYZ (back in the dark days of an employer that made you fly discounted Y), and only once was I unable to on DFW to LHR (last flight out before Thanksgiving)
BOM I suspect may be more difficult
