just to sumarise for those joining in this new thread, we have established that its legal in the US to have infants not belted, does anybody know is this legal in Europe too? If this isn't legal in europe, would a US airline flying out of europe be allowed to travel without belting up infants?

As pvdprof says, it depends on the nationality of the carrier. On US carriers, no extension belts and on EU carriers you have to belt them.
