Look carefully at your credit card bills and luggage tags. You might even try to use the delta.dumb baggage tracker. If there's a bag claim number that shows definitively that you were charged twice for the same bag, it will be easier to get the refund and if this doesn't happen promptly, you might be able to file a dispute with your credit card.
