I've seen this too. I think it just fires the email off if you're heading to nearly any international itinerary. Luckily, visa central was somewhat transparent if you answer their questions correctly about your destinations and transit points. That said, it's a lot of steps to ensure everything is lined up. Also, based on the OPs comments, it seems like it's a rip off.
