Yes, except perhaps the kiosks at the F2 counter. At F2 there are rarely more than 1 or 2 agents but they keep changing the queue system and sometimes there isn't a shortcut to the unmanned kiosks. If you want to use them you have to muscle/negotiate you way through the line. The other counter locations have kiosks off to the side that you can easily reach without disturbing the queue. To be clear there isn't a separate queue for just the kiosks but they are far enough away from the queue and were the agents usually are that you can just walk up to them without any rational person thinking that you're cutting in line.

The locations at B14 and C18 are banks of stand alone kiosks with no counter (and therefore never manned).
