Yes, but I think it's pretty clear he's not talking about at time of booking. He's talking about buying a cheap fare from Aeroflot and then calling DL to have them magically change the Aeroflot coded flights to DL coded ones. Not going to happen (even if DL happens to sell codeshare flight numbers on the purchased Aeroflot flights).
