In some cases you can, and you do get full (DL based) MQM on DL coded flights. Obviously this has to be done at time of booking. However, DL codeshares aren't available for all of the skyteam flights... so you'd likely find some that you are only able to book on the partners flight number. Also, it is likely to change the pricing of the ticket.
