Cheapest way for a US-based member to get a few Avios?

Transferring Avios from BA to IB requires, among other things, some recent activity in the Iberia Plus account. One way to accomplish this is to purchase some Avios, which also triggers a tax reduction on intra-Europe award redemption. Depending on the number of tickets you are redeeming, you might come out ahead on the purchase of Avios.

Another way to get a "movement" in the I+ account is to transfer Avios from another member's I+ account. This costs only about half as much but does not increase your overall number of Avios. It also does not tirgger the tax reduction on intra-Europe award redemption.

I'm looking for a low-cost way to earn just a few Avios in a couple accounts which I intend to use to receive Avios from matching BA accounts. What are my best options? I don't have any paid hotel stays planned.
