What is your ultimate goal?

It would be easiest and cheapest to drive down I-5 to WA20 to coupeville for the ferry ( reservations required) to port Townsend. If you do this ferry...don't do it at low tide time...potentially cancelled.

If you want to go to Victoria, you can take the coho ferry from PA to Victoria as just passengers. You still need to be there an hr before because of per clear customs before boardng. The car take that long for the Sam reason.
