You MUST get an import license to bring food in, you can write to the rabbi in Mexico City for assistance in gtting one. As it is for consumption, it was no big deal at the airport. The customs guy freaked, but his supervisor was pretty cool and was not stunned that people meeting the profile (black pants, white shirt, etc.) were bringing in food.
Only caveat if you do this - bring extra aluminum foil as they opened one of the meals and it was no longer double wrapped. The hotel was very cool and knew exactly how to handle food preparation. Be a noodge.
Funny story - our shabbos meal was burned. The chef put our meals into the oven and told everyone that no one was allowed to touch the meals. So no one ever took them out of the oven. At around 9:30 when I walked down to check them is when we discovered them.
This year when I went to Jamaica I simply put everything in a suitcase, they never checked. Depends on how long your flight is, how deeply frozen you can get the stuff.
