This problem seems limited to T5, and limited to people coming from CE flights to domestic, and only on a reward flight.
3 nice big, public, posters for North, South and T5B, stating:
"Passengers that have arrived in the UK on a Club Europe flight, and are leaving on the same day on a domestic flight, have access to this lounge while waiting for that flight"
Job done.
If you want, add a poster at T1 and Gatwick just to be sure.
I'm happy to pay for the printing costs.
