When it comes to road travel: The CBP can set up checkpoints anywhere within 161 km of the border. You don't even need to have the intention of crossing the border to be stopped and inspected.
It is done more often in the South, but it happens in the North, too.
And people sometimes get hit by buses or lightning, and if they are really unlucky, maybe even both... at the same time.
