They can be re-instated but I cannot imagine for one second that IB would do that unless there was a further outbreak of industrial (in)action.
I think that the chances of the remaining sector being re-instated where a sector was missed deliberately to avoid paying the fare to the OP's outbound destination are as close to zero as can be.
