In fact, account access by itself is insufficient anyway. The fees (and taxes) must be paid with a credit card matching the account owner's name, so you'd need to give them both account access and your credit card.

Was it an individual agent who told you this, perhaps on the phone? We all know how individual agents occasionally make up rules. My repeated experience, all booking online, is that I can use my credit card to book award travel for myself from another person's account using their miles.
For purchased travel, at work I often use my assistant's corporate credit card number (which is in my assistant's name, unrelated to mine) to book work-related AA travel online for myself. Never a problem.
