At least once I have simply put there name in the credit card info, but used my credit card number. (Same last name, different first) This worked before, but I don't know if it still works. A credit card doesn't validate identity in the case you described. Someone could simply pick up a generic mastercard at Safeway and use it. I also thought you could use AA gift cards to pay taxes/fees.
