I've seen the page that you've linked to and it simply states "Guaranteed one-car-class upgrades." This location is claiming that only rates A-F must be upgraded and that other car classes (i.e. L) do not need to be upgraded. Is restriction about only classes A-F receive upgrades documented anywhere??
