Make this one simple. Send in a web form complaint noting that the rate was $X and you were charged $Y after the fact and without your permission. Ask for a credit to be issued for the difference.
Wait a week and then dispute the upcharge on the CC you used.
Don't waste time on the phone. Make the complaint about 1/10th as long as your post (3 sentences at max).
Often1 - you're spot on! I think that's the best way to effectively deal with it. The long version of the story is cathartic and it's comforting to know that others don't think I'm the crazy one, but at the end of the day corporate should be able to correct this.
