I guess, esp for Elites, the ability to upgrade from V class fares on transborder flights, is tempered by the fact that one has to buy the tickets 2, rather than 1, week in advance - where it is more difficult to assess whether the flights that one is interested in, are likely going to have sufficient C class inventory, in advance, for a successful upgrade request.
