You're right. Rules are different for V class on international & domestic/US routes. In fact, V class fares is very dependent on the route. In most cases: For US - anything under H is usually 14 days advance (There are 14 & 7 days advance for H). The 7 days Q and L that the agent told you about are seat sale fares (i.e. Not usually there). They made this change from 7 to 14 for V late last year.

For domestic flights - it's 7 days. For international flight - it could range from 0 to 14 days.
