Even at major destinations sometimes Delta will not use contract or even OAL mechanics for more than diagnosis. We were in LIM once and after a 4 hour delay and cancellation while in the airplane we were told that a fuel heater had failed and the plan was for a DL mechanic to come down with a new one on the next day's flight. Stuff happens.
