Have to disagree. If the hotel says 3 or 4pm is the check-in time, then yes I expect my room to be ready by the check-in time. After all, most say you have to be out of the room by the check-out time. They can't have it both ways.

If I show up sooner than the normal check-in time & my room (type) is not available & I accept a different one in order to get into the room at that time, then the hotel is off the hook as I've accepted the alternative.
