Hotels do everything possible to make sure rooms are available at check-in time and will do everything possible to be sure elites are able to check-in at check-in time into their preferred room type (honestly I can't remember this ever being an issue back in my ops days)...but there is no guaranteed check-in time...again I don't see your example being an issue in real life
