This is a known bug that a previous
UA Insider has acknowledged as the way things work but not, if I remember right, the way things were supposed to work.
It's a nice perk that when I book award tickets for my mom, she gets Economy Plus.
As I understand it, it's not an intentional benefit and it could stop working at any time.
